William Downey
Vice President, Petroleum & Energy Practice

William Downey is a vice president and corporate officer of Kline & Company and directs the activities of the Energy Practice. In his over 20 years with the firm, he has assisted clients in better understanding customers and competitors in the downstream products business, including lubricants and additives businesses.

Areas of professional interest in which Mr. Downey advises clients are: profitability of finished lubricants in North American and Europe; basestock supply and demand; and benchmarking of research and development processes; structuring of jobber and distribution programs; and positioning of new products. He has participated in many merger, joint venture, and strategic alliance analyses, which has lead to several completed transactions. He has experience in working on global expansions strategies and strategy reviews.
 
Mr. Downey has conducted a variety of proprietary projects in the North American, Europe, Latin America and Asia for the petroleum, petroleum additive, and lubricant suppliers. Some recent assignments have involved investigations of worldwide supply and demand for petroleum basestocks, acquisition screenings of lubricant manufacturer’s distributors, a program looking at regional differences in finished lubricant pricing, examination of investment options for crude upgrading and product pipelining, and several detailed analysis of the R&D process in lubricants and gasoline. He has also advised clients on a privatization of a national oil company.
 
Prior to joining Kline & Company, Mr. Downey held several positions within the Royal Dutch/Shell Group of Companies. His most recent position at Shell was as manager, market development for Royal Lubricants Company, Inc., a specialty aviation lubricant manufacturer. His activities at Royal involved the marketing of lubricating oil and lubricant and jet fuel additives. Other experience at Shell included sales of asphalt, petroleum wax, international lubricants trading, and lubricant technology.
 
Mr. Downey holds a BA in chemistry from Rutgers College and an MBA from the Graduate School of Management at Rutgers University. He has addressed and moderated dozens of industry forums worldwide, speaking at Society of Automotive Engineers (SAE), American Chemical Society (ACS), National Petroleum Refiners Association (NPRA), Independent Lubricant Manufacturers Association (ILMA), ICIS, and UEIL conference and meetings during the last ten years.
